Each member state delegation is comprised of two representatives: head of government (sitting in the European Council) and the foreign affairs minister (sitting in the Foreign Affairs Committee [FAC] of the Council of the European Union).
The European Council and FAC will each be provided with an agenda item that they will discuss, amend, and either vote up or down.
The European Council will discuss African-European relations, particularly in the context of African Union-European Union relations.
The Foreign Affairs Council (FAC) will discuss two topics:
1. Opening accession negotiations with Ukraine. (At its June 2022 meeting the European Council granted Ukraine the status of a candidate for accession to the EU.)
2. The Israel-Hamas Conflict
